Demand the City of Oakland Implement the Encampment Management Plan

 

We Deserve Better!

Neighbors Together Oakland’s Town Sweep initiative demands that the City of Oakland take immediate action to address the homelessness crisis in our city, starting with implementing the Encampment Management Plan (EMP) which was unanimously approved by the City Council and slated to take effect January 20th, 2021.

Sign our Petition and demand that your voice, the voice of the Oakland community, be heard.  We can’t surrender our neighborhoods to the encroachments, health risks, trash and criminal activities stemming from unmanaged encampments.  Nor should we allow our unhoused neighbors to suffer under these conditions. Oakland City Council unanimously approved an EMP, albeit not perfect, which was designed to help restore some balance to our neighborhoods. It is a set of zoning ordinances that determine where camping may be allowed without criminalizing homelessness.  However our city leadership has taken no action to execute the plan.  The EMP must be implemented now to help support our communities, at least until we can more deeply address the greater challenge presented by the lack of accessible housing.

We are taking the fight to Oakland Leadership

We will deliver a petition signed by thousands of Oakland neighbors, businesses and community organizations to the City of Oakland leadership.  We are also prepared to file a Writ of Mandate with our Courts requesting an order for the City to keep their word, starting by executing the Encampment Management Plan that was to take effect January 20th, 2021.

The City of Oakland is not adequately prepared to deal with homeless encampments because its government “does not have a comprehensive budget or formal systems in place,”
according to City Auditor Courtney Ruby’s performance audit.

The EMP provides a list of do’s and don’ts for public camping, “focusing encampment actions on mitigating negative outcomes as they pertain to public Safety, public health and equity outcomes.” (2020 EMP) The EMP also demands community input and cooperation from nonprofits and local businesses. The City needs to show leadership in implementing this policy.

Oakland is under siege. Inaction from city leadership, who have failed to provide appropriate housing assistance, mental health and drug addiction services to our most vulnerable residents, has left the responsibility of managing and living with the burden of encampments to the surrounding neighborhoods.
